Experience and qualifications



Education:

Organization Setting and Reporting




This position is located at the National Child Right Observatory of the National Council for Childhood

and Motherhood which is a body belonging to the Ministry of State for Family and Population. The

Observatory is mandated with the production and the management of knowledge and evidence for policy

making. To this end, the Observatory includes a Knowledge Management Unit in charge of managing

documentation with primary and secondary socio-economic data related to child rights.



In light of this the incumbent performs as Documentation System Specialist under the supervision of the

Observatory Director, in close collaboration with the Information Manager and within the strategic and

political guidelines set by the National Council for Childhood and Motherhood.



Responsibilities



The responsibilities of the incumbent will be related to the achievement of the specific objective of

the Knowledge Management Unit, namely, the creation and the regular update of a data collection

mechanism and system to be used in the identification of research gaps and needs. It is expected that such

a system will give a substantial contribution in the definition of a research agenda based on evidence and

need assessments. The system created will be harmonized for all NCCM projects and will be accessed by

NCCM donors and other stakeholders.



In this frame, the incumbent, in close collaboration with the Information Manager, will be in charge of

collecting data (primary and secondary sources) and to organize them in a harmonized framework. The

incumbent will also be responsible of providing information analysis, products and services.



More specifically the incumbent will:



Assist the Information Manager in data analysis

Administrate the ArcGIS mapping system, reporting maps to NCCM team

Administrate, in coordination with UNICEF, the DevInfo databases created by ENCRO, namely

EHDRInfo and TofoolaInfo

- Synchronize and recheck data to ensure accuracy

- Build the capacities of NCCM staff for the use of the databases

Coordinate with the NCCM research team to set data and research requirements

Coordinate with the NCCM research and Monitoring & Evaluation teams to perform validation

and ensure quality and consistency of the gathered data

Maintain close contacts and establish cooperation protocols with all mapped centers and

institutions operating in Egypt and mandated with knowledge production relevant to the scope of

NCCM. Sources will include but will not be limited to:

- Ministries, Governorates, councils, national research centers and think tanks

- National NGOs

- International organizations

- National and International Academic entities



Liaise, for information and data sharing purposes, with the Inter-ministerial committee

established by the Observatory

Administrate the NCCM new Document Management System

- Organize and maintain the shared drive

Coordinate with the NCCM Library team to:

- Planning acquisition (for books, reports, studies, audio and visual materials…)

- Establish a classification system for the acquisitions

- Administrate the online NCCM Library Management System

- Enhance the capacity of the Library staff in information and knowledge management

Create and update a roaster of national policies, laws and projects implemented by governmental

and non-governmental organizations in Egypt for children and adolescents

Create and update a roaster of international and national reports, academic reviews, journals and

grey literature whose topics are relevant to the mandate of the NCCM

Ensure timely information dissemination of knowledge

Coordinate with the ENCRO Knowledge Portal manager to publish relevant documentation in the

relevant sections in the website

Perform any other duties assigned by her/his supervisor



Required Qualifications and Competencies



Bachelors degree (or equivalent) in Informatics, Computer Science, Statistics or a related field



At least 3 years of work experience in SQL databases management, data migration between

different data formats, data analysis



Good communication skills



Active team player



Languages



Fluency in oral and written English and Arabic

Responsbilities:

• Ensure compliance to customs and all applicable border control agencies in Egypt

• Supervise day-to-day activity and performance of various 3rd Party customs clearance & freight forwarder provider(s).

• Research, analyze and update on customs regulations and policies applicable to GE business

• Provide education and training as necessary to business personnel & 3rd Party Providers to support compliance and duty-savings programs

• Act as liaison to local Customs officials in resolving government inquiries and audits

• Support MEA customs COE initiatives to establish compliant operations model for concerned shipments while taking advantage of duty-savings opportunities.

• Establish an ongoing evaluation rigor using metrics & customer input to plan and implement process changes due to business changes, new vendors, & updated shipping requirements.

• Drive process efficiency & simplification throughout

• Facilitate the collection & analysis of data to effectively measure & report performance to internal customer base.

• Create and implement document retentions policy as per local regulations



Qualifications:

• Wide experience in all import & export customs regimes in Egypt

• Bachelor's degree (Logistics, Engineering, or Business preferred).

• Minimum 7 years business experience in the areas of Customs and/or operations
